Freeze of adding new capabilities that affect scientifically supported simulations. New capabilities that become required to fix issues in simulations CAN come in if they are approved by CESM Co-chairs and the CESM Project and SSC.
New capabilities that are experimental and turned off by default CAN come in as well.
