Build asan-release once if the latest release lacks it for ubuntu-26.04

The latest release has no asan-release build for ubuntu-26.04, so
reusing it would fail. Once a release with it is published, the check
always passes and keeping it does no harm, but reverting this makes the
code easier to follow.
