feat: implement "misbehaviour detector" and slash

Extend the model integrated from #10010 with a misbehaviour detected and showcase a slashable offence get punished.

Likely best to setup a "slash-factory" for easily conveying proposals etc. Alternatively, could be conveyed with P2P messages, to be decided.

Might be useful to handle #10455 since the bitmap can be used again when needing to perform a slash.
