feat: proving broker should give new jobs from the current epoch to agent working on old epochs #10618

The current broker implementation lets jobs finish naturally even though it knows that a new epoch has started. It should instead task agents with new jobs from the current epoch. (e.g. we're racing to prove epoch 12, we lose and move into epoch 13, it should retask its agents)
