We're getting a lot of syncs from aztec-packages into noir which fails CI due to various formatting/linting issues. This adds work on Noir's side in order to get the code into a merge-able state and adds churn and potential for conflicts when this code then gets synced back into aztec-packages.
In order to avoid this we should have aztec-packages CI enforce clippy and rustfmt on its rust codebases, this also prevents issues for devs which have their IDEs to format automatically when working in the monorepo.
