Make it possible to obtain tx hash, tx receipt and tx effect for a tx which reverted and is included in a block#7717

When a tx reverts in the revertible part of tx it's impossible to obtain a tx hash of it because SentTx.getTxHash(...) function throws an error with the revert reason. Correct behavior would be to simple return the tx hash.

Look for TODO(#7717) in the codebase.
