Solve partial notes delivery

Currently deliver of partial notes encrypted logs is unsolved and we manually add the notes to PXE via pxe.addNote(...) in our tests. Figure out how to deliver partial notes and implement the changes.

Look for #8238 in the codebase when tackling the issue.

My mental model is that a partial note is not a note; only a completed note is a note. A partial note is a commitment that would need to be stored in a public storage slot, and emitted as a non-note log (not as a note log). Does the PXE have code to decrypt non-note encrypted logs?
Maybe my mental model is out of date?

@iAmMichaelConnor This naming issue also came to my mind and the NFT actually already goes in the direction of fixing this by directly constructing the note hiding point here instead of constructing the "partial note" first as is done in private refunds here.

Does the PXE have code to decrypt non-note encrypted logs?

We have an end-point that decrypts the events when asked for.

But I would say that the "partial notes" encrypted log should go via the encrypted notes log channel since it's a note.
