Disables the testnet transaction bot until the v5 release.
spartan/environments/testnet.envsetBOT_TRANSFERS_REPLICAS=0(was1).BOT_SWAPS_REPLICASwas already0, andBOT_CROSS_CHAIN_REPLICASis unset (defaults to0invariables.tf), so this takes testnet to 0 bots overall.Requested in #alerts-testnet — the bot was manually scaled to 0; this makes that the deployed default until v5 ships.
