Migrate update-snippets to azpysdk, require black as prereq #45007

• require the azpysdk sdk to run the black check before update-snippets
• We can write a message saying "Running black before as a required step".
• We can also add a --no-black if someone locally wants to save time and they are confident of what they are doing.
• Why ? black and the snippet updater have a relationship. Since the formatting was off, the snippet updater changes were not lining up. - requires our specific black config
