Why

This completes the M2B integration implementation and the M2C visual strategy authoring milestone while preserving SwarmSpec as the single execution source of truth.

Impact

DeepTalk and other callers can discover capabilities, submit and monitor durable runs through REST or MCP, and receive consistent structured results. Developers can visually author and validate supported strategies without introducing a separate execution format.
