Figure out a method to preserve menu position preference #4

I was hoping players would be able to put something like this in their autoexec.cfg

css_sharpmodmenu_pos_x -9

But it's ran on loading the game, not when connecting to a server. I'm unsure of any mechanism of running commands when connecting to a server, so the server itself may need to store these preferences
