Cherry-pick of #1138 (merged on dev, validated on staging: /chains/robinhood live with KPI strip, l2-block-time at 99.95ms, network-fees 15th chain). Harnesses already deployed on the VPS. After merge: manual vercel --prod to expose /chains/robinhood on prod.
