…tely) PR #277 'Feat/network fees l2 toggle' was mis-named and ended up sweeping every dev change into main on 2026-06-02 (233 files, 9k+ line delta). Reverts the full PR to restore the previous prod surface; a follow-up PR will cherry-pick only the network-fees bench + its deps back into main.
