[Fusion] Add OperationPlanner version - #10409

Adds a static `OperationPlanner.Version` that identifies planning behavior independently of the package version, and registers it on the schema features as `OperationPlannerFeature` so integrations can read it from a schema. The version is resolved at runtime rather than being a compile-time constant, so a consumer compiled against one version reports the planner that is actually loaded. AGENTS.md documents when to bump it.
