What does this PR do? What is the motivation?
Expands and renames the Organizational Groups doc to reflect the feature's correct external-facing name and give readers a clearer understanding of its core concepts. The previous page used inconsistent terminology ("Organization Groups", "Org Groups") and had only a high-level overview with no explanation of how orgs relate to each other within a group, how policies work, or what the current limitations are.
