What does this PR do? What is the motivation?

Expands and renames the Organizational Groups doc to reflect the feature's correct external-facing name and give readers a clearer understanding of its core concepts. The previous page used inconsistent terminology ("Organization Groups", "Org Groups") and had only a high-level overview with no explanation of how orgs relate to each other within a group, how policies work, or what the current limitations are.

• The feature is now called Organizational Groups throughout; the old URL redirects automatically to the new one.
• Readers can now understand the distinction between owner orgs and member orgs, and which org role controls group management.
• Readers can now understand how policies propagate from the owner org to member orgs, including the two enforcement tiers: locked values (Group managed) and baseline-with-override (Override allowed).
• A Limitations section makes clear that only single-region organizational groups are supported.
• Two screenshots are added illustrating the Organizational Groups policies view and the policy creation interface.
