Adds a Claude Code plugin marketplace so one command installs every skill, and an npx skills install line. Adapted from t3dotgg/tstack t3dotgg#6 (Sung Jeon) and #4 (Andrew Qu), renamed to ethan-stack. The council change was merged by hand into the newer council text that upstream main added after that PR was opened, and the README skills table now says two models.
