Replaces setup.py with a PEP 621 pyproject.toml and consolidates the tool configuration into it.

Changes

• Migrate setup.py to pyproject.toml (PEP 517 setuptools backend); wheel contents unchanged.
• Black, pytest and pylint config moved in; dead .pylintrc and .pep8 deleted.
• flake8 keeps its flags in .pre-commit-config.yaml, which it cannot read from pyproject.toml.
• requires-python = ">=3.10": 3.9 is EOL since October 2025.
• pre-commit hooks, GitHub Actions and test dependencies updated to current releases.
• Makefile builds with python -m build, and a @PHONEY typo that made a bare make run twine upload is fixed.
• Removes the dead .travis.yml.
