Make extract_point/extract_location/extract_coordinate_points preprocessor functions lazy

These preprocessor functions depend on interpolation schemes in Iris:

ESMValCore/esmvalcore/preprocessor/_regrid.py

@fnattino Is planning to look into this.

Now that SciTools/iris#6084 has been merged, this will be lazy with the next release of iris (3.12).

Looks like this can be closed 🎉

Did you test if it works without any changes to ESMValCore?

Just tested, this works with Iris v3.12.
