Even on release/*/support/*, every push runs the full 3-OS Test+Pack (macOS bills 10×, Windows 2× when private). Gate it to release intent — PR-to-release, tag push, or workflow_dispatch — so routine commits to a production line do not spin up three OS builds.

Pairs with #318 (drop main/experimental from cross-platform push triggers entirely).
