CI: codify & guard 'feature branches run zero CI unless PR to main' #327
Description
Already true today (push triggers only list long-lived branches; only a PR to main/release/* runs the Linux gate). Codify it in docs/agents/conventions.md and add a guard so a future trigger edit cannot silently regress it (e.g. a check/test asserting OnPushBranches lists only long-lived branches).

Partial: the trigger model + 'feature branches run zero CI until PR'd' is codified in docs/agents/conventions.md with what-not-to-do guards (#330). The automated guard (a test asserting OnPushBranches lists only long-lived branches) is still TODO — leaving open for that.
