Fixes the ESP32-C2 CI failure where a complete SDK for a different MCU caused fbuild to skip the shared libs archive, leaving the C2 skeleton without its required FreeRTOS headers. SDK completion is now checked for the requested MCU.\n\nValidation: git diff --check. The focused Rust tests were started but exceeded the five-minute cold dependency build cap with no compiler/test failures; the ESP32-C2 workflow is the end-to-end acceptance check.
