opsx:explore in codex does not actively raise decision prompts #1064

Openspec version 1.3.1
The explore mode in codex is more like a free chat, the agent does not actively raise step by step decision prompts and guide the user to complete the ideation - not sure if it's codex limitation. Referring to other tool/agent, it's quite popular that the agent can raise couple of questions for selection.

same feeling from me, but actually the draft proposal is quite clear and fit for my requirement, it still works well for me~
