feat(specs): stable IDs so renaming a requirement no longer breaks links or archive - #1979
Status: Ready for review. Implements #2167, with the proposal in openspec/changes/add-stable-ids/ and the code in this PR. Merge before #2134.
The problem, in one story
Sam's spec says ### Requirement: Users sign in. The product team renames "sign in" to "log in" everywhere, so Sam's agent rewords the heading. Nothing about the behavior changed, but:
every test comment that pointed at "Users sign in" now points at nothing;
Now when the heading is reworded to [AUTH-3] Users log in, OpenSpec sees the same [AUTH-3] and knows it's the same requirement. Archive updates it in place, and anything that cites [AUTH-3] keeps working. (A Markdown link to the heading's anchor still changes with the name, so tests and tasks cite the ID itself.)
Design decisions get the same treatment, kept short: a ### D1 heading plus one or two sentences, which tasks link as [D1](./design.md#d1).
Who does what
Role
The agent
Writes the ID into the heading itself, and keeps it when rewording. Writes decisions as ### D1.
The CLI
Only reads IDs; it never assigns, rewrites or removes one. It matches on them in validate and archive, refuses duplicates, and serves the instructions and templates that show the agent the format.
Teach the same rules in the places that don't go through openspec instructions.

### D1 plus at most two sentences (the choice, and why); edge cases go in the specs
Why brackets? An early version also read bare words like AUTH-3. An adversarial review showed that misfires on ordinary names: a scenario called SHA-256 checksum verified was mistaken for an ID, which let a dropped scenario through, and HTTP-2 push overwrote HTTP-2 support. With brackets required, an ID can't be confused with a name. The review's other findings are fixed and covered by tests too: two blocks landing on one requirement, a MODIFIED undoing a RENAMED, validate and archive disagreeing after a REMOVED, and repeated scenario IDs.

Result
Every archived change in 5 repos, rebuilt with the old and new code (script)
2,022 of 2,022 byte-identical (OpenSpec, ai-dial-chat, OpenLore, sku, and sonqh's spec-ctx)
New tests (test/core/specs-apply.stable-ids.test.ts)
39 pass, including one per review finding
Full suite
6,751 pass; the same 10 environment-dependent failures as main (config-edit, artifact-workflow, config-profile)
End to end with the real CLI
Rename by ID archives in place; on main the archive aborts
With #2134's openspec-beta skills, 10 of 10 plans gave every new heading a bracketed ID and wrote ### D1 decisions (9 of 10 kept every decision within two sentences), and 5 of 5 reworded requirements kept their ID and archived in place. Today's per-project skills, which get the rule only from openspec instructions, did it in 6 of 10
Bare IDs already in use (NAV-5, REQ-UA-004) stay plain names until brackets are added; a MODIFIED block can turn NAV-5 Users sign in into [NAV-5] Users sign in. Projects already writing [cap-012] get renames with no migration.
Added optional stable IDs for requirements and scenarios. Validation and archiving can match renamed headings by ID, while specs without IDs retain their existing behavior.
Added checks for duplicate IDs and safeguards that flag dropped or changed scenario IDs and conflicting updates.
Documentation
Updated workflow guides and templates with ID conventions, numbered design decisions, and guidance for linking tasks to relevant IDs.
Phase 1 for #1967: tests and other evidence point at the scenario they
verify with an @SPEC reference, and a read-only coverage report lists
linked, unlinked, and dangling references. Specs keep their format.

The change adds bracketed stable IDs to requirement and scenario headings. Validation and archive match modified content by ID before name, with duplicate-ID handling and name-based compatibility behavior. Spec-driven templates, instructions, and documentation describe ID use and numbered design decisions.

Summary
ID contract and authoring guidance openspec/changes/add-stable-ids/*, schemas/spec-driven/*, docs-lab/reference/schemas/spec-driven/index.md, docs/concepts.md
The change specification defines ID syntax, matching, duplicate handling, and compatibility. The schema, templates, instructions, and documentation describe ID use and numbered design decisions.
Heading ID parsing and scenario comparison src/core/parsers/requirement-blocks.ts
The parser extracts heading IDs, detects duplicates, and finds requirements by ID. Scenario comparison pairs by ID when possible and retains name-based comparison when ID matching is unavailable.
Archive matching and conflict checks src/core/specs-apply.ts
Archive checks duplicate IDs, resolves modified requirements by ID, rejects conflicting matches, preserves ordering when headings change, and checks the rebuilt requirements for duplicate IDs.
Validation and verification src/core/validation/validator.ts, test/core/specs-apply.stable-ids.test.ts, openspec/changes/add-stable-ids/evidence/compare-archives.mjs, openspec/changes/add-stable-ids/tasks.md
Validation reports duplicate IDs and uses IDs during scenario-loss checks. Tests cover parsing, matching, conflict handling, and compatibility. The evidence script compares archive results across builds.
Fission-AI/OpenSpec#2129: Both changes concern archive behavior for renamed spec content. This change adds stable IDs for matching.

Systems and components
observed — openspec (service) was modified; 4 changed files map to changed impact.
Before / after behavior
observed — Modified behavior in openspec/changes/add-spec-verification-links/.openspec.yaml: Adds the spec-driven schema and 2026-09-25 creation date to the change configuration.
observed — Modified behavior in openspec/changes/add-spec-verification-links/design.md: Adds the design’s current-state inventory, goals and exclusions, scenario-level heading-text reference format and matching constraints, and proposed coverage-report behavior. The report scans Git-tracked project text files, distinguishes linked, unlinked, and dangling references, and exits 0 for findings or when scanning is unavailable outside a Git repository. The document also records tradeoffs and follow-ups.
observed — Modified behavior in openspec/changes/add-spec-verification-links/proposal.md: The proposal describes the gap in retaining verification information after changes are archived and proposes making tests or other tracked files the lasting source of scenario verification links, leaving specs as behavior contracts.
observed — Modified behavior in openspec/changes/add-spec-verification-links/proposal.md: The proposal adds scenario references in tracked-file comments and a read-only coverage command that reports linked scenarios and source locations, unlinked scenarios, and dangling references. The report would not change exit codes or block validate or archive; spec format remains unchanged. It identifies this as phase 1, with implementation context and proposal-time verification planning deferred.

@clay-good I opened #2029 on the same idea without spotting this one first, so I'm closing it in favor of this. A few things I measured while writing it bear on your open questions, so here they are.
How often heading text breaks (Decision 3, follow-up 4). I replayed the 75 archived changes on main that carry spec deltas, comparing each delta against the main spec just before the commit that archived it. 84 MODIFIED blocks targeted a requirement that existed. 303 scenarios sat under them, and 66 of those names (22%) are gone after archive, in 27 blocks across 18 changes. Most look like rewording: "Scanning for changes" became "Scanning for changes (default)", "Updating existing tool files" became "Updating files". The nearest name hint would catch those. REMOVED took another 24 scenarios with 5 requirements. There were 0 RENAMED requirements, so putting the requirement in the path has never broken a link here.
That reads to me as support for heading text first. It also says every dangling link is worth acting on: either a test still claims behavior that was removed, or the link needs one edit. So a strict mode could fail on them without being noisy, once the next point is handled.
The report would flag its own spec. Five lines in this change match the grammar, and three of them are in specs/spec-traceability/spec.md, which archive copies into openspec/specs/. None resolve (<capability-path>, cli-archive > Archive refuses scenario loss, parsers > Parse C# projects), and the code span's closing backtick ends up inside the scenario name. OpenSpec's own report would list them as dangling forever. Skipping the resolved OpenSpec root in the scan fixes it, since a spec can't be evidence for itself.
Tracked files only misses new tests. Verify runs before archive, often before the new tests are committed, so a scenario would show as unlinked while its test sits in the working tree. git ls-files -z --cached --others --exclude-standard lists both and still skips ignored files (1,292 files in about 20 ms here). The -z matters: without it git quotes unusual paths, so café.ts comes back as "caf\303\251.ts", and a name containing a newline splits in two.
Elixir uses @spec everywhere. Typespecs look like @spec add(integer, integer) :: integer, on most public functions. The grammar as written doesn't match them, which is right. A scenario that pins "a line that doesn't parse as a reference is ignored, not reported" would keep it that way.
spec coverage or coverage. I'd lean top level. The obvious next step is change aware coverage (which tests still claim a requirement this change modifies or removes), and that spans specs, so openspec coverage --change <id> fits better than bending spec.
The explicit link itself is well supported: guillaume-flambard's numbers on #900 showed text similarity recovering 2 to 10 percent of scenarios, and none across a language boundary.
Happy to help with the implementation if that's useful once the design settles.
Hey @clay-good, love this proposal, but I'd like to push back slightly on Decision 3 and think that stable IDs should come first and not later.
Why
@ryandemelo's replay found 22% of scenario names under MODIFIED blocks changed at archive time, each of which breaking a test link and needing a manual fix.
"Add IDs later" means moving every @spec reference already in test code, but starting with IDs avoids that.
IDs fix more than coverage. Archive could match by ID, not name. Renames become safe, and scenarios get rename support for free.
What I'd suggest
Each requirement and scenario gets a generated ID in an HTML comment on the next line. Markdown viewers hide it, so specs read the same.
Tests then reference the ID, with the name as a readable label:
// @spec r-7f3k2q9a Archive refuses scenario loss
Concerns
Agents invent or duplicate IDs. The CLI generates them, not the agent. Something like openspec ids assign [change|spec] fills in missing IDs and never changes existing ones. validate fails on duplicates.
IDs mean nothing to humans. They're hidden when rendered, and references keep a name label. The report can flag a label that no longer matches.
Ceremony. Nobody types them. The /opsx flow runs assign after writing delta specs.
Things to get right
Assign IDs when the delta spec is written, not at archive. Tests need them during the change.
Use random IDs, not sequential. Parallel branches won't collide.
If a MODIFIED block drops a scenario ID, archive should report it as a removal.
The parser needs to skip the comment. Today extractRequirementBody only skips **Key**: lines, so the comment would end up in the requirement text.
One-off migration: openspec ids assign across existing specs.
Happy for this to be its own proposal that this one builds on, rather than growing this PR.
Short version: we tested it, and stable IDs win. The plan lives in #2167, and this PR implements it.
Updated after the community call and review: IDs are visible and written by the agent, in square brackets at the start of the heading (### Requirement: [AUTH-3] Users sign in). Earlier this comment proposed hidden IDs assigned by the CLI. Both formats tested the same, so we went with the simpler, visible one. The brackets keep ordinary headings like SHA-256 checksum from being read as IDs.
Why
Names break links. In a busy repo (epam/ai-dial-chat), about 1 in 4 broken links was just a reworded heading.
Agents keep IDs. In 265 test runs, 264 kept every ID through renames, splits and removals, and none ever moved one. Heading IDs, comment IDs and CLI-assigned IDs all scored the same.
Safe to build. A 118-line prototype matched requirements and scenarios by ID, left all 1,719 past archives byte-identical, and stopped renames from blocking archive.
How we tested it
Breakage: we replayed the spec history of 4 repos and hand-labeled every broken link as a reword, a changed behavior, or a removal. Rewords were 4% in OpenSpec, 25% in ai-dial-chat and 33% in OpenLore.
Agents: we ran headless Claude Code (Sonnet and Haiku) on the real openspec instructions prompt, with 3 ID formats and 5 kinds of edit.
Prototype: IDs are matched before names, and specs without IDs take the old code path. The test suite was unchanged, all 24 guard cases behaved as expected, and drops are still refused.
…d decisions
Rework the proposal around the community-call consensus: agents write
visible IDs as the first word of a heading, validate and archive match on
the ID before the name, duplicates are refused, and decisions become a
bare `### D1` heading plus one or two sentences. The coverage report moves
to a follow-up. Folds in #2056/#2113, #2157, #743, #1697 and #2033's
Direction 3.

A decision is a `### D1` heading plus the choice and reason in one or two sentences: the bare heading keeps the `#d1` anchor stable (#2056), and dropping the Context, Rationale and Alternatives fields answers #2113's concern about padded, invented alternatives. Require unique decision IDs within one design.md.
D4 says the CLI does not check decision IDs because they are local to one change. Two ### D1 headings give task links the same [D1](./design.md#d1) target, so a task can resolve to the wrong decision. Require uniqueness within the file or define a validation error for duplicates.

Remove the unconditional no-ID compatibility claim.
spec.md:8 classifies COVID-19 handling as ID COVID-19. A project with distinct headings that share COVID-19 can then trigger duplicate-ID handling and reject an addition that name-based matching previously accepted. design.md:56 acknowledges this collision, but a warning does not preserve the prior behavior. Use an explicit opt-in ID syntax, or define migration behavior and revise “exactly as before.”

Complete the duplicate-ID rule for requirements and scenarios.
This rule does not cover two added requirements with the same new ID or duplicate scenario IDs. ID-first matching can then be ambiguous, and the scenario-loss check can pair the wrong scenario. It also conflicts with the proposal’s blanket “duplicate IDs are refused” statement because design.md:32 permits pre-existing main-spec duplicates with a warning and name matching. Define the uniqueness scope and compatibility exception, then add scenarios for each case.

A requirement or scenario heading may start with an ID (`AUTH-3`,
`AUTH-3.1`, `[cap-012]`). Validate and archive now match a MODIFIED block
on its ID before its name, so a reworded heading that keeps its ID archives
in place, and the scenario-loss guard pairs scenarios by ID first, so a
renamed scenario is no longer read as a dropped one (#1697). Dropping an ID
is still refused. Archive refuses a delta that leaves two requirements
sharing an ID; validate reports it, errors on duplicates within one delta,
and warns on a main spec that already repeats an ID. Specs without IDs take
the old code path unchanged.
The spec-driven instructions and templates now show heading IDs and short
`### D1` decisions (no Rationale/Alternatives fields), and ask tasks to cite
IDs. Implements #2167.

The decisions guide records each decision as a `### D1` heading with the
choice and reason in one or two sentences, cited from tasks and risks as
`[D1](./design.md#d1)`, with alternatives only when someone raised them.
The deltas guide tells the agent to write a stable ID as the first word of
each new requirement and scenario heading, keep it on rewording, and cite
it instead of the name. The agent-run sync matches MODIFIED by ID before
name, verify names design decisions by ID, and the onboard examples show
both. The CLI side (matching and duplicate checks) lands in #1979.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
An adversarial review found bare tokens misfire on ordinary names: a
scenario named "SHA-256 checksum verified" read as ID SHA-256, so a dropped
scenario archived silently, and MODIFIED "HTTP-2 push" rewrote "HTTP-2
support". IDs now need square brackets (`[AUTH-3]`), so specs without them
behave exactly as before.
Also:
- refuse an ID match on a requirement another MODIFIED block in the delta
already changed, or that a RENAMED entry renamed
- refuse an ID rename onto a case/spacing variant of another requirement
- validate looks IDs up after REMOVED, as archive does, so they agree
- warn when a requirement repeats a scenario ID

that a reworded requirement keeps its ID and archives in place (#1979).
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
#1979 now reads an ID only in square brackets (`[AUTH-3]`), so bare
look-alikes like SHA-256 stay names. The beta deltas guide, the sync merge
rule, the onboard examples and the eval scenarios follow.

Review comments at @docs/concepts.md:
- Line 138: Clarify the stable-ID explanation in the requirement/scenario
documentation: explain that IDs remain stable for OpenSpec matching when
headings are reworded, but do not create stable Markdown URL anchors, so heading
links still change with the heading name.
Review comments at @openspec/changes/add-stable-ids/proposal.md:
- Line 11: Update the dropped-ID claim in the proposal to reflect that
pairScenariosById can match by name after an ID is removed, allowing archival to
remove the ID and leaving existing references unresolved; document this
limitation or explicitly require rejecting removal of an existing ID.
Review comments at @openspec/changes/add-stable-ids/specs/stable-ids/spec.md:
- Line 8: Update the HEADING_ID grammar and the requirement-heading parser to
accept IDs that begin with a digit, such as [2FA-1], consistent with the stated
ID rule; include a digit-leading example in the specification.
Review comments at @schemas/spec-driven/schema.yaml:
- Line 221: Update the citation guidance for task requirements so citations
include the capability path, and require scenario citations to also identify
their parent requirement. Keep the existing design-decision citation format
unchanged.
- Line 108: Update the MODIFIED header-matching instruction in the spec-driven
schema and its reference documentation: when a requirement has a stable ID,
require the MODIFIED header to retain that ID while allowing its name to change;
when it has no stable ID, keep the existing whitespace-insensitive exact-header
requirement.

The system SHALL read a requirement or scenario heading's ID from a square-bracketed word at the start of its name that contains a hyphen and ends in a number, such as `[AUTH-3]`, `[AUTH-3.1]` or `[cap-012]`. Without brackets, the first word SHALL remain part of the name.

Specify the accepted ID grammar.
[2FA-1] meets the stated rule, but HEADING_ID requires an ASCII letter first. The CLI treats this heading as name-only, so a later rename fails to match by ID. Align the grammar and parser, and include a digit-leading example or restriction. (raw.githubusercontent.com)

Include the ID scope in citations.
Two capabilities can both contain [AUTH-3], and scenario IDs are checked within each requirement. An ID-only citation can therefore identify more than one target. Include the capability path and, for scenarios, the requirement identity. (raw.githubusercontent.com)
Based on learnings: “check whether the same identifier can also appear across two or more related lists/collections.”

A MODIFIED scenario that dropped its ID paired by name and archive quietly
removed the ID, so citations stopped resolving. It now counts as a dropped
scenario. Headings that already start with a bare ID (`NAV-5 Users sign in`)
can now gain brackets under MODIFIED, which the proposal promised.
The schema's MODIFIED steps no longer say the header must match exactly when
it keeps an ID, docs say to cite the ID rather than the heading anchor, and
the spec states that an ID starts with a letter.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
Matches #1979's CLI: a MODIFIED scenario that drops its ID is refused, and
`NAV-5 Users sign in` can become `[NAV-5] Users sign in`. The deltas guide
and the agent-run sync now say both.

Plans padded decisions with edge cases and error messages: only 1 of 10
kept every decision within two sentences. The decisions guide now says at
most two sentences, the choice and why, with details going to the specs
and tasks. With #1979's matching schema text, 9 of 10 plans kept every
decision that short (propose-ids, openspec-beta skills).

The design instruction and template now say at most two sentences, the
choice and why, and send edge cases, error messages and test notes to the
specs and tasks. With #2134's skills, plans keeping every decision that
short went from 1 of 10 to 9 of 10.

Synchronize the active conventions specification.
openspec/specs/openspec-conventions/spec.md still defines ### Requirement: [Name] and normalized header text as the matching key. This guidance introduces [AUTH-3] Name headings and ID-first matching. Update the active conventions specification in the same change, or agents may omit IDs and continue using name-based matching for renamed requirements.

Clarify how legacy requirements receive their first ID.
Line 108 allows a requirement without an ID to gain one under MODIFIED, but this instruction requires the header text to remain exact unless it already has an ID. State that a legacy requirement keeps its existing name while adding a new ID; after that, the ID must remain stable while the name may change. Apply the same wording to the mirrored documentation.

Thanks for building this, and for naming spec-ctx in design.md.
spec-ctx 0.3.0 follows the bracketed form:
It reads an ID bare (REQ-UA-004) or in brackets ([REQ-UA-004]), for requirements and scenarios.
With [ids] brackets = true in spec-ctx.toml, specctx adopt, specctx id new and the spec templates write the bracketed form. Task citations, code tags and Covers: tags stay bare.
Our IDs match HEADING_ID once they are in brackets. That includes scenario IDs like [SCN-UA-004-1].
A fresh project with brackets on ends with openspec validate --all --strict and specctx gate --strict at exit 0 on OpenSpec 1.15.0. The test is tests/paths/fresh-brackets.sh. I did not run it against this branch.
Some data for Decision 3 (agents invent or duplicate IDs):
In spec-ctx the agent does not pick the number. It asks specctx id new REQ <CAP> for the next free one. specctx check refuses a duplicate ID and a retired ID.
An agent carried the last five changes in spec-ctx from proposal to archive, through one skill. A human acted only at the plan stop and the archive stop.
In those five changes it wrote 50 new IDs: 12 requirements and 38 scenarios. It typed 0 of them without id new, and check found 0 duplicates.
No change in that run renamed a heading, so this gives no data on renames.
compare-archives.mjs says a bare token like REQ-UA-004 stays a name, and it reports the 173 spec-ctx deltas as identical. That matches what spec-ctx expects: a tree with bare IDs keeps matching by text until it moves to brackets.
A larger fixture may help for the bare to bracketed path. OpenSpec's own tree after specctx adopt is at the tag fixture/openspec-adopt-2026-10-28 on sonqh/OpenSpec-spec-ctx. It holds 1,641 bare IDs in the main specs and active deltas, 85 archived changes and 31 active changes.
Three conflicts, all of them two additions to the same place, so both sides
are kept:
requirement-blocks.ts this branch's `scenarioNames()` beside main's
`isScenarioLabeledHeader()`, on main's exported
`parseScenarioBlocks` and its comment
schema.yaml main's WHEN/THEN scenario rule, then the stable-ID
rule, so the scenario guidance stays together
docs-lab index.md the same ordering as the schema it mirrors
Verified: build clean, lint clean, and the suite shows the same 3 files and
10 failures as main does in this environment, none of them new. The 39
stable-ID tests pass, and main's WHEN/THEN scenario checks still run, so
neither side of the conflict was lost.

Status: Ready for review. Implements #2167, with the proposal in
openspec/changes/add-stable-ids/and the code in this PR. Merge before #2134.The problem, in one story
Sam's spec says
### Requirement: Users sign in. The product team renames "sign in" to "log in" everywhere, so Sam's agent rewords the heading. Nothing about the behavior changed, but:openspec archiverefuses the change, because a reworded scenario looks like a deleted one (Cannot rename a scenario —MODIFIEDreads a rename as a dropped scenario and blocks archive #1697).This is common. In epam/ai-dial-chat, about 1 in 4 broken spec links was just a reworded heading.
The fix
The agent puts a short ID in front of each heading, in square brackets:
Now when the heading is reworded to
[AUTH-3] Users log in, OpenSpec sees the same[AUTH-3]and knows it's the same requirement. Archive updates it in place, and anything that cites[AUTH-3]keeps working. (A Markdown link to the heading's anchor still changes with the name, so tests and tasks cite the ID itself.)Design decisions get the same treatment, kept short: a
