StringIndexOutOfBoundsException

Hi,
new GppModel("RandomString"); currently throws java.lang.StringIndexOutOfBoundsException: String index out of range: -11.
I believe this should be DecodingException instead.

I think other "garbage" strings that can throw other exceptions as well, should also be a DecodingException.
