ci: speed multi-PR merges — no readiness double-fire on cursor/** - #723

Drop cursor/** from Full Platform Readiness push triggers so agent tip pushes stop starting a second heavy matrix beside the PR check. Document stacking/split/one-push process, add a knowledge-graph rebase helper with gates, and harden doctor-container-truthful against docker socket races. Cuts the main cost of multi-PR merge sweeps: Full Platform Readiness was firing twice per tip (
pull_request+push: cursor/**). Branch protection only needs the PR check. Also documents stacking/process, adds a knowledge-graph rebase helper, and hardens thedoctor-container-truthfulUAT flake.Does not weaken the five required checks.
