The records still described #759 abort-on-refusal under
FailurePolicy.Continueas an integrator decision. The owner explicitly selected "Stop and document current behavior" on 2026-10-23. Add that dated SPEC-007 decision and reconcile CHANGELOG, EgressInventory, the disposition index, exception record, and release sign-off wording. The Oct22 sign-off retains its original SHA and evidence; an Oct23 addendum records later owner acceptance. Runtime behavior is unchanged.
Validation:
git diff --check HEAD: passed before commit; checkout clean after commit.ctx decisions FailurePolicy: resolves the new dated row.Documentation/records only; no C# tests, Docker builds, or mutation runs performed or claimed. Required CI remains the merge gate. No release tag or dispatch.
