Implement Chrome extension #1

Functionality similar to the Android accessibility service may be possible with a Chrome extension.

The Chrome user-base is massive compared to the number of users with Live Caption on Android. (I originally implemented on Pixel because Live Caption didn't exist yet on Chrome and I find the mobile use-case more useful day-to-day.)
