Organising a Galactic Cup kind of thing where decide on what sort of competition it will be, like a ball game, or some sort of martial arts, or chess and you invite all known countries or just your neighbours, and depending on the dominant species' trait,s they fare better or worse (an intelligent species has a higher chance of winning the chess cup, a strong species a higher chance for a martial arts cup, etc.) maybe ending with the possibility of organising the same event every 10/20 years the organising country would actually probably get a minerals and energy malus while they are preparing but a nice energy boost when the games actually begin and tourism explodes maybe every country participating gets a happiness boost during the event, but only the winner keeps it after the event is over Also, maybe it could trigger an event during preparations where you can decide whether or not to cheat and if you decide to cheat, you get a research project on a planet or asteroid for a rare mineral or liquid or w/e that you use in the drugs you'll give your team we could also make side events like problems during preparation, alien civilians protesting you being the organizer due to ethics, and choice how much do you spend on openning ceremony
