Include arm for linux in the PyPI packages. #402

In principle it works. Installing with pip in python 3.13 it manages to build from source

Created wheel for pineappl: filename=pineappl-1.4.0-cp313-cp313-linux_aarch64.whl size=696031 sha256=f6e6aacf3aafd39d2b3a39ce593edf70ef518c6a8cbdad3820955d9ae7414d0a
  Stored in directory: /home/juacrumar/.cache/pip/wheels/95/ae/b6/e09540ce8a8fa0941bff02507d9c95bbfecd8f6f2fea0bc798

but it would obviously be nice to have the wheel available.

    Just out of curiousity: what's your use case? Is that running Linux on Mac hardware?
