Unwaive accuracy/test_disaggregated_serving.py::TestDeepSeekV3Lite::test_guided_decoding[xgrammar-mtp_nextn=2] (waived in #18415 against nvbugs/6693811).

Root cause of the original failure

The post-merge 2938 failure this waive was based on is not a test bug: it is the UCX 1.21→1.22 upgrade (#17891) regressing UD wireup on multi-rail RoCE clusters with overlapping per-rail subnets (oci-nrt pool1). UCX 1.22's new ROCE_REACHABILITY_MODE=route default treats any routable address as reachable, so wireup pairs a local device with a peer GID from a different rail; ibv_create_ah then times out on ARP and NIXL loadRemoteMD fails:

Verified by single-variable A/B on the failing cluster: same wheel/NIXL, swapping only libucp/libucs 1.22↔1.21 flips fail↔pass; UCX_IB_ROCE_REACHABILITY_MODE=local_subnet UCX_IB_ROCE_SUBNET_PREFIX_LEN=21 also makes UCX 1.22 pass.

Why it is safe to unwaive now

Since e052d14 (#18347) the disagg serving test harness sets UCX_TLS=^ib unconditionally, so this test no longer exercises the affected IB UD path on any cluster.

Validation: ran this exact test with the current main test harness on the previously failing cluster/node pool (oci-nrt pool1, DGX_H100 4×GPU): 1 passed in 209s, 300 requests, zero UCX/NIXL errors.

Related, intentionally not unwaived here

• TestGemma3_1BInstruct::test_kv_cache_v2_nixl_python[cache_mgr_v2] (nvbugs/6698722) and test_auto_dtype[False] (nvbugs/6686534) share the same root cause and are equally masked by ^ib, but the gemma-3-1b-it snapshot on the oci-nrt llm-models share is currently broken (git-lfs pointer files since 2026-08-31 ~08:11 UTC, nvbugs/6698723 family) — unwaiving them before the model data is repaired would re-redden CI.
• The underlying UCX 1.22 regression still affects any IB-enabled multi-rail RoCE deployment and needs an upstream UCX fix / per-cluster UCX_IB_ROCE_REACHABILITY_MODE=local_subnet config; ^ib is a mask, not a fix.
