Restores the default that NVIDIA#18677 set and NVIDIA#19963 reverted, now that the reason for the revert is fixed. Pre-merge consume was turned off because the SBSA wheel built in GH200-PackageSanityCheck-PY312-UB2404 segfaulted on `import tensorrt_llm` once it was BOLTed. The cause was GNU ld's cortex-a53-843419 workaround, which Ubuntu's aarch64 GCC enables by default: BOLT reads the erratum veneer's branch as a tail call and patches the veneer's return site with an x16 trampoline, destroying a live x16 mid-function. That is fixed in NVIDIA#20024, which passes -mno-fix-cortex-a53-843419 under ENABLE_BOLT_COMPATIBLE and adds a check that refuses to BOLT any binary still carrying those veneers. This commit only flips the rollout switch back on. Depends on NVIDIA#20024 and must not merge before it. This branch does not carry the fix, so its own pre-merge run will hit the veneer check. That check fails closed, so the result is a red build rather than a broken wheel, but it still needs NVIDIA#20024 in main first. Validated on the NVIDIA#20024 branch with this flag flipped on: both GH200 PackageSanityCheck stages ran apply_bolt against libtensorrt_llm.so and libth_common.so, the wheel passed the load check, and `import tensorrt_llm` and the quickstart example both succeeded. Pipeline finished SUCCESS with no failed stages. Signed-off-by: Matt Lefebvre <mlefebvre@nvidia.com>

Keep pre-merge BOLT consume disabled until #20024 is available.
For eligible pre-merge builds targeting main, this default enables apply_bolt.py on SBSA wheels. The reviewed head and available target-branch snapshot do not contain the Cortex-A53 linker workaround or veneer rejection. Keep this switch false until that prerequisite is included.
