The v0.3.6 probe (run 38364083714, rerun failed twice) fails the build-headless linux-arm job in 'Install cross-compilation toolchain (Linux ARM)' with 'you have held broken packages': libx11-6 2:1.7.5-1ubuntu0.4 exists only in jammy-security (amd64 sees it; the arm64 sources list only jammy and jammy-updates, which carry 0.3). Adds the ports jammy-security line. Verified by a linux-arm dispatch on this branch (link in the next comment).

The probe of v0.3.6 failed in 'Install cross-compilation toolchain (Linux ARM)':
libx11-6 2:1.7.5-1ubuntu0.4 is published only in jammy-security, which the amd64
side sees but the arm64 sources did not list, so every :arm64 -dev package was
uninstallable.

Verified: release.yml dispatched on this branch (run 38370031679), the build-headless aarch64-unknown-linux-gnu job passes (it failed on main in run 38364083714, twice). The v0.3.6 version bump (#3769) is already merged, so the release is waiting on this fix. Co-Authored-By: Claude Sonnet 5.5 noreply@anthropic.com
