Deprecate `openadapt.start`

We would like to remove openadapt/start.py to openadapt/deprecated/.

This also involves updating any documentation pointing to it.

Closing as part of the architecture transition to modular packages. The legacy codebase has been frozen at v0.46.0.

The openadapt.start deprecation is no longer relevant as the entire legacy module structure has been replaced.
