Add a "Superseded/Replaced PLEP" field in the PLEP table

Add a field to the highlight table at the top of each PLEP that indicates which PLEP the new PLEP is replacing. This field could be named something like Superseded or Replaced PLEP, and should link to the PLEP that is being replaced.
