Core PR #3219 as merged resolves a journal's CSL style in the
publisher variables and detects a missing references file itself, so
drop the calls to core.get_csl_style() and the csl.file.missing
stringparam.  A journal opts into CSL only when core's journals.xml
gives it a style.  Journal styles come from citeproc-py-styles, now an
optional "citations" dependency included in "all".
