Adds the
citeproc-py-stylesPython package to the base image (and so tofull). It supplies the thousands of Citation Style Language (CSL) styles thatciteproc-pylooks up by name when PreTeXt formats references and citations. This is needed for PreTeXtBook/pretext#3219. With that PR, naming a journal in the publication file selects the journal's CSL style, and
citeproc-pybundles only one style of its own.citeproc-pyis already installed throughpretext[all], so only the styles package is new. It is a pure-Python wheel of about 15 MB, roughly 63 MB installed.Bumps the version to 1.17, with a changelog entry.
