公開系シークレットの疎通は確認済みで、以降は CD（publish.yml）が同じ認証情報を使う。 手動起動の入口を残す理由が無いため、確認用のワークフローを取り除く。 Co-Authored-By: Claude Opus 5 <noreply@anthropic.com>

疎通の確認が済んだ時点でマージする（それまでは draft のまま置く）。
以降は同じ認証情報を CD（publish.yml）が使う。
