Settings to hide individual actions in the pull request view #162

Why do we need this ?

As a workspace admin

I need to: hide individual actions, such as Merge and Approve, in the pull request view

So That: people can look at pull requests from Rocket.Chat without merging or approving them there

Acceptance Criteria

• One setting each for View Changes and View File, Merge, Comments and Approve
• All settings default to on, so nothing changes until an admin turns one off
• A turned-off action is left out of the pull request view
• A turned-off action is refused on click, so a view opened before the change cannot still use it

The pull request view is modals/pullDetailsModal.ts. Its actions are handled in handlers/ExecuteBlockActionHandler.ts.
