Why by hand
This replaces #232 and #233. Both failed
dotnet restore --locked-modewith NU1004: the lock files hold these packages as CentralTransitive, and Dependabot's updated lock files did not match the new central versions. The lock files here were regenerated withdotnet restore --force-evaluate.TestingHelpers moves too
TestableIO.System.IO.Abstractions.TestingHelpersgoes to 22.3.0 with the other two packages, although neither Dependabot PR included it. 22.3.0 addsRandomAccesstoIFileSystem, and a 22.2.0MockFileSystemdoes not implement it. With only the other two bumped, every test that builds aMockFileSystemfailed with aTypeLoadException: 54 in Infrastructure.Tests and 3 in Application.Tests.Verification
Locked-mode restore, the build and the whole test suite pass on Windows. The third-party notices list is unchanged, because TestingHelpers does not ship.
