Decide and implement what a new user sees on first launch and what an existing user sees after the rework ships.

Scope

• Default workspace set and card assignments for a fresh install (proposed from the merge map).
• Existing users: keep today's layout as their first workspace with identical placement; offer the new default workspaces without forcing them.
• A "Reset layout" action in Settings (per workspace and global) with confirmation.
• A short in-app note on first launch after the update explaining where things are, dismissible and shown once.
• Document the layout settings format and migration rules.

Acceptance criteria

• A fresh install shows a sensible, uncluttered default.
• An upgrade changes nothing until the commander chooses to.
• Reset restores defaults without touching unrelated settings.

Depends on the workspace model and, for the defaults, the consolidation audit.
