Update github/codeql-action/analyze from 4.38.0 to 4.38.2. Part one of the paired CodeQL update with #759; init must follow before the combined CodeQL validation. Retargeted to dev; current PR Fast passed. No release tag or package publication.
Update TUnit from 1.67.0 to 1.72.16 after syncing current dev. PR Fast, CodeQL, PR Package Smoke, and Codec Padding Security Evidence all passed on 9abcf86. Only the TUnit version line differs from dev. Main promotion will require a new full Release Gate.
