feat(rules): add HTTP QUERY method guidance

Summary

• add a native RFC 10008 QUERY method rule based on Fastify PR #6832 and Fastify 5.11.0
• cover the query shorthand, full route registration, schemas, native error codes, safety, caching constraints, resource headers, CORS, and inject testing
• surface the rule in the skill catalog, README, and agent guidance, with a minor changeset

Testing

• pnpm run validate
• pnpm run format:check
• pnpm run lint
• git diff --check
