🧠 Summary

A lighter moderation surface for moderators — a subset of the Admin Portal, mostly read-only on the destructive actions. From the 2026-06-09 IA spec.

🚧 Blocked by #112 (Role model & permissions) — must land first.

📦 Scope

• See the entire user list
• Time out / un-time-out users
• View the banned + blocklist — read only
• View system / page status and the error log — read only (can't act, but can flag/contact an admin so someone's eyes are on it)

🚫 Out of Scope

• Ban / blocklist actions (admin only)
• Managing admins or moderators (admin only)
• Acting on / clearing the error log (admin only) — mods can view but not resolve

✅ Acceptance Criteria

• Moderators can view all users and apply/remove timeouts
• Moderators see ban/blocklist as read-only (no actions)
• Moderators can view system status and the error log (read-only)
• Moderators cannot ban/blocklist, resolve errors, or manage roles

🧪 Testing / Validation

• A moderator account can time out a user but cannot ban one
• A moderator can open the error log but has no resolve/clear actions
• A registered user cannot reach the moderator page
