🧠 Description

This pull request removes repo-scaffold-specific tooling guidance from .claude/prompt.md. The Tooling and Workspace workflow sections were written for Blair's Claude Code sessions (which use repo-scaffold), not PRIME's agent sessions (which use gh CLI directly). Leaving them in causes PRIME's agent to attempt repo-scaffold commands that are not available in the muster-deck environment.

• Added/updated documentation

Specifically:

• Remove Tooling section (repo-scaffold commands)
• Remove Workspace workflow section (repo-scaffold worktree layout)
• Replace PR queue monitoring commands with gh CLI equivalents
• Remove "No draft PRs" standing rule (PRIME's agent uses draft PRs)
• Rename "Standing rules (Claude-specific)" to "Standing rules"

🎯 Purpose

This PR aims to make .claude/prompt.md accurate for PRIME's agent sessions so it does not direct the agent toward unavailable tooling.
