Found by code coverage test in #3337, split off into new item.

Headless mode still creates GDI fonts and draws glyphs for text that is never shown. Fonts are created on every getFont call, and glyphs are drawn whenever a display string's text changes.

Add FontLibraryDummy, DisplayStringManagerDummy and DisplayStringDummy.
