BREAKING: BDD behaviour tests are now mandatory (DEC-069). bdd_lint hard-fails a plugin with no tests/e2e/features/ — the old 'self-skip for non-BDD plugins' silent loophole is gone. Rollout is opt-in per major: devkit-sync + make update-devkit stay within .devkit.yml devkit_major (default 1), so the fleet is never force-jumped to v2.
