chore: refresh the platform API spec for pending prepared releases - #879

Picks up runtimeMetadata.pendingPreparedReleaseId, which deployment state now records for an update superseded mid-flight. The generated Rust client rejects runtime metadata fields it does not know, so it needs this field before a control plane sends it. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

client-sdks/platform/openapi.jsonand the Rust copies withruntimeMetadata.pendingPreparedReleaseId(added in #878). The generated Rust platform client rejects unknown runtime metadata fields, so it needs the field before a control plane returns it. The spec also picks up two small API changes already live on the control plane (SyncReleaseRequest.moderemoved; a response description).Spec files only, like #873; the TypeScript SDK is regenerated at release.
