"This workflow has no runs yet"

Created according to instruction - and looks like not running :(

on:
  push:
    branches:
      - 'master'
  pull_request:
    types: [opened, reopened, synchronize]

But not any review yet.

this is expected. The action doesn't work when you push to a new branch (which has no PR yet). so even you configure

push:
    branches:
      - 'master'

the action was triggered, but it didn't respond the review content.

It would help if you created a new PR to trigger the code review process
