[FEATURE][Desktop]: Move per-session auto-accept permissions toggle from General Settings

Describe the enhancement you want to request

Problem

Currently "Auto-accept permissions" toggle is located in "Settings -> General" and appears to be a permanent toggle that affects all sessions, but it actually gets turned off for each new session.
Settings -> General is a confusing place for a per-Session toggle.

Proposal

It would be great if it could be moved to a more conventional location aligned with other coding agent harnesses - somewhere under the text input field of the session.
