MacOS (x86_64) CI is flaky with libcrypto issue #76

Describe the bug

Github CI for MacOS x86_64 is currently flaky with message:

WARNING: /Users/runner/hostedtoolcache/Java_Zulu_jdk/8.0.402-6/x64/jre/bin/java is loading libcrypto in an unsafe way

Some attempts have been made in #55 and #41, but it is still not resolved.

Steps to reproduce

Check the post-commit CI runs and occasionally it still fails with the above message.

Expected behavior

The CI for MacOS x86_64 should pass consistently.

    Yes. I noticed this too. Most failures if not all are on JDK8 with x86_64.
    Do you have any preferences about which steps going further?

    Like I replied in #55, we may:

    1. disable x86_64 runners
    2. disable x86_64 + JDK 1.8 combination
    3. try the possible option2 in build: Fix potential libcrypto lib loading issue for X86 mac runners #55

    Have we tried https://stackoverflow.com/questions/72235813/openjdk8-java-is-loading-libcrypto-in-an-unsafe-way-in-macos-monterey?

    I'm a bit declining to try this one due to system protection integration and built-in dynamic linker cache, see https://developer.apple.com/documentation/macos-release-notes/macos-big-sur-11_0_1-release-notes (search for 62986286). Maybe we shall try dyld_fallback_library_path first.
